Abu Dhabi and Sanofi team up to build a vaccine innovation centre

Abu Dhabi's Department of Health and French pharma giant Sanofi have signed a memorandum of understanding to explore building a Vaccine Innovation Centre in the emirate. The agreement was announced at the BIO International Convention 2026 in San Diego and builds on a strategic partnership the two organisations established in 2025.

The planned centre would focus on some of the most active areas in modern vaccine science, including AI-driven drug discovery, mRNA research, clinical development and advanced manufacturing. If it comes together as planned, it would bring all of those capabilities under one roof in Abu Dhabi.

The collaboration sits within Abu Dhabi's HELM Cluster, short for Health, Endurance, Longevity and Medicine, a government-backed initiative managed by the Abu Dhabi Investment Office that connects researchers, investors and healthcare providers to speed up the path from lab to patient.

How will it work?

The centre is designed to be a full-stack operation, covering the entire lifecycle of vaccine development in one place. Planned capabilities include:

  • AI-enabled vaccine discovery and design
  • Immunology research
  • mRNA science and clinical manufacturing
  • Clinical development and trials infrastructure

The idea is that by putting all of these pieces together in a single location, with supportive regulation already in place, researchers and companies can move faster from early discovery to actual vaccines reaching patients.

Dr. Noura Khamis Al Ghaithi, Undersecretary of the Department of Health, said the setup is "designed to accelerate the journey from discovery to impact." Sanofi's General Manager for Vaccines in the Greater Gulf, Baptiste de Clarens, pointed to AI and mRNA advances as forces already reshaping the field, and said the agreement is about exploring how those tools can be combined effectively in Abu Dhabi.

Why does it matter?

Pandemic preparedness has climbed up the political agenda since COVID-19 exposed how fragile global vaccine supply chains can be. Many countries are now trying to build domestic or regional manufacturing capacity so they are not dependent on imports during a health crisis.

For Abu Dhabi, this agreement is part of a broader push to become a serious player in life sciences, not just a market for finished products. Beyond preparedness, the project has local goals too:

  • Developing homegrown scientific talent
  • Building advanced manufacturing know-how in the UAE
  • Expanding access to next-generation vaccines across the region

For Sanofi, it is a way to plant a flag in a Gulf market that is investing heavily in healthcare and to access Abu Dhabi's regulatory environment, which the company clearly sees as a selling point rather than an obstacle.

The context

Abu Dhabi has been steadily building out its life sciences ambitions over the past several years. The HELM Cluster is the main vehicle for that strategy, designed to attract international companies and researchers by offering a connected ecosystem of funding, regulation, research infrastructure and healthcare delivery.

The timing of this announcement at BIO International, the industry's biggest annual gathering, is deliberate. It signals that Abu Dhabi is competing for the same deals and partnerships as established biotech hubs in the US, Europe and Asia.

mRNA technology is the area to watch here. Since Pfizer-BioNTech and Moderna demonstrated what the platform could do during the COVID-19 pandemic, every major vaccine maker has been racing to expand its mRNA pipeline. Building regional mRNA manufacturing capacity is a strategic priority for several governments, and Abu Dhabi is now positioning itself as a potential hub for that work in the Middle East.

The MOU is not a binding contract, and there is no confirmed timeline yet for when the centre would open or begin operations. But it marks a clear commitment from both sides to move the conversation forward.
