SNIH and Sanofi sign MoU to build Saudi Arabia’s health research capacity

Saudi Arabia wants to stop importing science and start producing it. That ambition sits at the heart of a new Memorandum of Understanding signed between the Saudi National Institute of Health (SNIH) and French pharmaceutical company Sanofi, which sets out a framework for cooperation in health research, innovation, and scientific capability development across the Kingdom.
The agreement does not commit either party to specific projects immediately. Instead, it creates a structured platform through which the two organisations can identify where their respective strengths align and where joint activity makes sense. SNIH brings a national mandate for health research; Sanofi brings decades of clinical development experience across global markets. The question the MoU asks is: what can those two things produce together inside Saudi Arabia?
Areas of potential cooperation include research into diseases with a high burden in the Saudi population, genomics and precision medicine tailored to local genetic profiles, and the application of artificial intelligence, digital biomarkers, and real-world evidence in health research. Any work involving national health or genomic data will require separate agreements and approval from the relevant Saudi authorities.
How will it work?
The framework organises potential cooperation around three broad areas:
- Research and innovation, including genomics, precision medicine, and AI-driven analytics relevant to Saudi disease priorities
- Capability development in research methodology, clinical trial conduct, regulatory science, bioethics, bioinformatics, and health data science
- Knowledge exchange, covering scientific methodologies, governance practices, and international standards to support Saudi research infrastructure
Prof. Fars Alanazi, Chief Executive Officer at SNIH, described the goal as building a national research ecosystem that is "globally connected and locally rooted." Dr. Lama Saleh, Sanofi's General Manager for General Medicines in Saudi Arabia and Gulf Countries, framed it similarly, saying the country is moving from participating in global health research to originating it. But she was clear that the shift requires more than funding. It requires talent, infrastructure, and an ecosystem capable of translating discovery into outcomes.
Why does it matter?
Clinical trials have historically been concentrated in Europe, North America, and parts of Asia. Gulf populations, with their distinct genetic profiles and disease patterns, are often underrepresented in the studies that generate the evidence base for global medicine. An agreement that builds local clinical trial readiness and invests in Saudi scientific talent addresses that gap directly.
There is also a practical economic argument. Research and development activity generates high-value jobs, attracts international scientific networks, and supports a pharmaceutical and biotech sector that Saudi Arabia is actively trying to grow. The National Biotechnology Strategy, referenced explicitly in the MoU, puts that ambition in policy terms.
The context
This agreement sits inside a much broader push across the GCC to shift health systems from reactive care to research-led, data-driven medicine. Saudi Vision 2030 and the Health Sector Transformation Program both identify research capacity as a national priority, not a peripheral one. The UAE has made similar moves, investing heavily in genomics through programs like the Emirates Genome Council. So the regional direction is consistent.
What makes the SNIH-Sanofi framework notable is its specificity around capability building. It is not simply a commercial partnership. It is, at least in stated intent, an attempt to ensure that the next generation of Saudi clinicians and scientists can lead research rather than just participate in it. Whether that intent translates into measurable outcomes will depend on the concrete projects that follow.
