Saudi health minister signs MoU with Portugal in push to build global health partnerships

Saudi Arabia does not lack ambition in healthcare. But ambition needs partners, and Riyadh is increasingly looking to Europe to find them. Health Minister Fahad bin Abdulrahman Al-Jalajel traveled to Lisbon in early September for an official visit that produced a signed memorandum of understanding with Portugal and a series of high-level meetings covering everything from artificial intelligence to molecular medicine research.

The centerpiece of the trip was a bilateral meeting with Portuguese Health Minister Ana Paula Martins, during which both sides agreed to formalise their cooperation through a new MoU. The agreement sets out a framework for joint work across healthcare delivery, innovation, and digital health, with a focus on areas that both countries have identified as priorities. The stated goals include improving the efficiency and sustainability of health services in both countries.

Al-Jalajel also met with Adalberto Campos Fernandes, an adviser to the Portuguese President currently overseeing the preparation of Portugal's Strategic Health Pact and a former health minister in his own right. That conversation focused on health system strategy, population health, and disease prevention. And in a separate meeting, Minister for State Reform Gonçalo Matias discussed institutional transformation, performance efficiency, and the role of AI and digital tools in reshaping public health systems. Saudi Ambassador to Portugal Ali bin Abdulrahman Al-Yousef attended both of those sessions.

How will it work?

The MoU establishes a structured basis for cooperation rather than a single project. In practice, that means the two ministries are committing to:

• Exchange of expertise and leading practices across healthcare delivery
• Joint work on digital health and health innovation
• Cooperation on institutional reform and system performance
• Knowledge sharing on priority health issues of mutual interest
• Support for health research and scientific collaboration

Al-Jalajel also visited Santa Maria University Hospital and the Gulbenkian Institute for Molecular Medicine, two institutions with strong reputations in clinical practice and biomedical research. Both visits included discussions on potential areas for future collaboration, including health research and the use of innovative technologies in care delivery.

Saudi Arabia's Vision 2030 health agenda is well known domestically. What is becoming clearer is how actively the Kingdom is exporting that agenda internationally, using bilateral partnerships to benchmark its reforms, attract expertise, and position itself as a credible voice in global health governance.
