UAE MoHAP launches framework to measure R&D spending in health sector

The UAE Ministry of Health and Prevention (MoHAP) has set the stage for transformative change with a pioneering framework to measure research and development (R&D) spending in the health sector. Unveiled by the National Centre for Health Research in Dubai, the initiative promises to bring greater transparency and efficiency to the health sector.

Dr. Amin Hussain Al Amiri, Assistant Undersecretary of the Health Regulations Sector, called it a significant step toward strengthening the UAE's position as a global hub for healthcare innovation. "Investing in health research is investing in the future of our community," he declared.

How does it work?

At its core, the framework is a roadmap for tracking every dirham spent on health-related R&D. Drawing from UNESCO and OECD guidelines, it outlines precise definitions, principles, and mechanisms for measuring expenditures. This isn't just a checklist — it's a robust system designed for health authorities, academic institutions, and private companies to collect and analyze data methodically.

By adopting global best practices, the framework enables stakeholders to refine indicators like R&D spending-to-GDP ratios. It also enhances data standardization, ensuring apples-to-apples comparisons across sectors and promoting transparency. The ultimate goal? To identify where funds are best allocated to foster innovation and elevate the UAE's healthcare system.

Why does it matter?

This framework is more than a set of technical guidelines; it's a tool for transformation. By providing a clear lens into R&D expenditures, the UAE can make smarter decisions that align with its "We the UAE 2031" and "UAE Centennial 2071" visions.

As Dr. Al Amiri aptly noted, "Health research is a transformative force that guides us toward a better future."

This initiative is meant to ensure that funds are used wisely while strengthening the UAE's reputation on the global stage. With a growth rate in health research funding three times the global average, the UAE is setting a benchmark for others to follow.

The context

The launch event in Dubai brought together a who's who of the UAE's health sector — from the Department of Health-Abu Dhabi to Dubai Health Authority and Sheikh Shakhbout Medical City. This collaborative effort underscores a shared commitment to fostering innovation through partnerships.

The UAE has come a long way in its pursuit of health research excellence. With strategic investments and cross-sector collaborations, the nation has already made remarkable strides. This new framework marks another milestone, solidifying the UAE's leadership in creating a "dynamic ecosystem for development and empirical research," as Dr. Al Amiri put it.

In an era where data is king, this initiative ensures the UAE isn't just keeping pace but leading the charge in health-sector innovation. Now, the road ahead is paved with potential, ready to be realized through this groundbreaking framework.
