Oman launches new National Health Policy

Oman's turning a fresh page in its healthcare story. The country's Ministry of Health pulled back the curtain on the new National Health Policy — a bold move that folds neatly into the country's grand Oman Vision 2040. The launch, led by Sayyid Dr. Sultan Ya'arub Al Busaidi, Advisor at the Private Office, wasn't just ceremony for show. It marked the start of a sweeping plan to build a healthier future for every citizen in the Sultanate.
Dr. Ahmed Salem Al Mandhari, Undersecretary for Health Planning and Regulation, summed it up well: "This achievement would not have been possible without the tireless efforts and fruitful collaboration across various sectors and partners." And that spirit of togetherness runs through every line of this ambitious policy.
How will it work?
So, what's under the hood of Oman's new health playbook?
- It's built on the simple but powerful idea: "Health for All, by All." In short, health isn't just the Ministry's job — it's everyone's business.
- The policy grabs hold of the "Health in All Policies" (HiAP) approach, weaving health considerations into every nook and cranny of government decision-making.
- It zeros in on population health by pulling different sectors together — education, housing, environment, you name it — to lift health outcomes across the board.
- Tech and sustainability are also front and center. There's a big push for digital tools to streamline services and smart financing to keep the system humming long-term.
- Plus, there's a sharp focus on tackling the rise in chronic illnesses, caring for an aging population, and keeping healthcare affordable well into the future.
As Dr. Al Mandhari explained, the plan doesn't just sit in a silo. He stressed, "Individual and community health is influenced by several factors beyond the traditional healthcare sector, such as education, housing, income levels, working conditions, environmental, and economic factors."
Why does it matter?
This isn't just bureaucratic reshuffling — it's about reshaping lives.
- Oman's healthcare system is bracing for big challenges: chronic diseases are on the rise, the population is getting older, and healthcare costs are ballooning.
- By blending governance upgrades, tech innovation, and stronger partnerships, the policy aims to make healthcare more accessible, more efficient, and fairer for everyone.
- And there's a clear global alignment. Dr. Hana Balkhy from the WHO spotlighted how Oman's policy fits snugly with the WHO's game plan, especially in expanding access to medicines, bolstering the health workforce, and addressing substance use.
Dr. Balkhy didn't mince words: "One of the strengths of this NHP is its recognition that a population's health and well-being is a responsibility shared by all." That collective mindset is the beating heart of the policy.
The context
Zooming out, this move is part of Oman's bigger national vision. Oman Vision 2040 lays out a roadmap for a sustainable, prosperous future — and health is a cornerstone of that vision.
- The policy acts as a major update to Oman's earlier health strategies, bringing them in line with current global health trends and the country's changing needs.
- It's about more than clinics and hospitals. The policy reaches into education, employment, and urban planning, recognizing that health is shaped far beyond the walls of a hospital.
- By focusing on governance and decentralization, the government is handing more power to local actors, which means faster decisions and services closer to the people who need them.
In short, Oman is betting on a future where health isn't just a sector — it's a shared mission. With this policy, they're not just hoping for better health outcomes, they're making it a promise.
