Morocco launches digital health cards to replace paper medical records

Morocco will launch a digital health card system early next year, replacing paper medical records with electronic files. Health Minister Amine Tahraoui announced the plan Tuesday as part of a wider push to digitize the country's healthcare system.
The digital cards will allow patients to access their medical records online and should make insurance claims much faster. The government expects to save about $9.7 million per year by cutting paper costs alone.
How will it work?
The rollout begins at the start of 2024 with a short transition period before paper files disappear completely. Patients will use digital cards instead of physical documents when visiting doctors or hospitals.
Under the current system, medical files can take days to reach the National Social Security Fund (CNSS), which processes insurance claims. The digital system will send this information instantly, speeding up reimbursements for patients.
The ministry also plans to expand telemedicine services to reach remote areas. Digital consultations will reduce the need for patients to travel long distances for basic medical care.
Why does it matter?
The changes address major problems with Morocco's current healthcare system:
- Slow insurance reimbursements due to paper-based processing
- Limited access to medical care in remote areas
- High administrative costs from paper filing systems
- Difficulty tracking patient medical histories across different providers
Tahraoui said patients will benefit most from faster access to care and more transparent reimbursement processes. The CNSS will also process medical claims more efficiently under the new system.
The context
The digital health cards are part of a broader strategy to modernize Morocco's healthcare sector. The ministry is also working on several other digital initiatives:
- A fully digital patient journey from appointment booking to medication dispensing
- Upgraded regional health information systems
- A digital health map to help with planning and spot system problems early
- An integrated logistics platform with one central warehouse and 12 regional depots for medical supplies
The government is also launching a national program to improve hospital services, including better hygiene, maintenance, safety, and patient reception areas. These changes aim to create what Tahraoui called "a modern, efficient model" for healthcare delivery in Morocco.
