Dubai launches unified medical reports for people with disabilities

Dubai has rolled out a new digital system that creates standardized medical reports for people with disabilities. The 'Unified Medical Report for People of Determination' connects multiple government agencies through shared health records, making it easier for residents to access services.
The Dubai Health Authority announced the project during a virtual forum in early May 2026. Nine government entities are working together on the initiative, including health authorities, police, parking companies, and disability support organizations.
How does it work?
The system creates a digital pathway that starts when someone gets assessed at an approved healthcare facility. Here's the process:
- Medical assessment at accredited facility
- Diagnosis registered in the system
- Unified medical report generated using international standards
- SANAD card issued for service access
The reports follow the International Classification of Diseases (ICD-10) standards. The system connects to NABIDH, Dubai's medical record platform that lets healthcare providers share patient information.
Once someone has their unified report and SANAD card, they can access government services digitally without repeating assessments or providing duplicate documentation.
Why does it matter?
The old system required people with disabilities to get separate medical assessments for different services. Someone might need one evaluation for parking permits, another for education support, and a third for employment accommodations.
This created several problems:
- Multiple appointments and assessments
- Inconsistent diagnoses between agencies
- Delays in accessing services
- Bureaucratic burden on families
The unified system eliminates these duplicate processes. Dr. Atef Abdullateef Saleh from Dubai Health Authority says the project "reduces variation in case evaluations" and improves "the reliability of medical reports."
Maitha Al Shamsi from Dubai's Community Development Authority adds that it "simplifies the customer journey and enables more efficient access to services."
The context
This project is part of Dubai's broader 'One Government' digital transformation push. The emirate has been working to connect government services through shared databases and integrated systems.
The initiative falls under Dubai's 'City Makers' program, which brings together different government agencies to solve specific problems. In this case, nine organizations are coordinating to improve disability services.
Dubai's approach reflects a growing trend in government digitization. Many countries are moving away from siloed agency systems toward integrated platforms that share data and reduce bureaucracy for citizens.
The project also aligns with Dubai Social Agenda 33, the emirate's plan to improve quality of life and social inclusion. By standardizing medical assessments and making services more accessible, Dubai is working to remove barriers that people with disabilities often face when interacting with government agencies.
