DoH Abu Dhabi unveils world’s 1st AI-powered Population Health Intelligence platform

At GITEX Global 2025, the Department of Health - Abu Dhabi (DoH) and Microsoft lifted the curtain on something the world has never seen before: an AI-powered Population Health Intelligence (PHI) platform built for an entire emirate. It's a bold leap toward a future where healthcare doesn't just react to illness — it predicts, prevents, and personalizes care before symptoms even appear. As Abu Dhabi positions itself as a global leader in smart health systems, this launch signals more than innovation; it's a statement of intent.

"Our mission goes beyond delivering healthcare," said Her Excellency Dr. Noura Khamis Al Ghaithi, Undersecretary of DoH. "We are shaping a new era of healthy longevity where data, prevention and innovation come together to empower healthier lives."

How does it work?

Think of PHI as a living digital twin of Abu Dhabi's entire health ecosystem. It pulls together vast streams of data — from clinics, lifestyle behaviors, and even environmental factors — into one unified, AI-powered platform. The system doesn't just collect data; it learns from it, spots risks early, and helps decision-makers act fast.

Built on two main pillars — Predict (Insights) and Prevent & Act (Interventions) — the platform continuously evolves. Here's what it does:

  • Predicts health risks through machine learning and trend analysis
  • Simulates "what-if" scenarios using geospatial and behavioral data
  • Supports interventions that are both proactive and personalized
  • Optimizes healthcare resources so that policy and treatment align with real-time needs

Amr Kamel, Microsoft UAE's General Manager, summed it up neatly: "By harnessing the power of AI and advanced analytics, we are empowering our community with proactive, personalised healthcare solutions... Our goal is to extend healthy life expectancy and enhance the quality of life for all."

Why does it matter?

Because healthcare is at a crossroads. The old model — treating sickness as it comes — is unsustainable. PHI flips the script, enabling doctors, policymakers, and planners to foresee issues before they erupt. With initial focus areas like obesity and cancer, the platform will guide preventive strategies that can save countless lives and reduce the strain on hospitals.

In essence, PHI turns data into foresight. It can pinpoint communities at risk, test policy outcomes in a virtual setting, and steer real-world action accordingly. That's not just efficient — it's humane. It means more years lived in good health, fewer hospitalizations, and a smarter use of public resources.

The context

Abu Dhabi's unveiling of PHI isn't an isolated tech stunt — it's part of a bigger vision. Over the past few years, the emirate has positioned itself as a global testbed for intelligent healthcare, where digital innovation, public policy, and global collaboration intertwine. The partnership with Microsoft underscores that direction: blending global expertise with local ambition.

Visitors at GITEX Global 2025 can see this transformation in action at the Abu Dhabi Government Pavilion (Hall 19, Stand 20). There, PHI isn't just a concept on a screen — it's the heartbeat of a healthcare revolution that other nations will likely study, emulate, and aspire to.

Abu Dhabi isn't just building a health system — it's scripting a new chapter for humanity's relationship with health itself.
